Together with the old town hall and the new building for a daycare center, the administration center forms an ensemble in the Stühlinger district of Freiburg. This new building combines administrative locations that were previously scattered throughout the city. The building complex contains two main functions: a citizen service center on the ground floor and variably designed office space on the upper floors. Various energy sources and the operation of the city hall mainly during daylight hours ensure optimal use of energy generated by photovoltaic panels. Heating and cooling energy is obtained from geothermal energy. Surplus energy is fed into the city grid. An external automatically controlled sunshade and triple glazing regulate the heat input in summer. The public areas of the city hall are equipped with a partial air conditioning system with heat recovery supplementing heating and cooling ceilings. The office spaces are regulated via building component activation and heating-cooling sails. The mechanical basic ventilation throughout the building is equipped with heat recovery. The vertical facade design is characterized by alternating modules equipped with photovoltaic cells, floor-to-ceiling glazing and panels with larch wood cladding. The flat roof area is also fully covered with photovoltaic modules. In the following construction phase, a building almost identical in construction to the new town hall will replace the old town hall and add another oval to the ensemble of daycare center and new city hall.
